Sealed proposals will be received by Wasatch County, at the office of Brent Titcomb, County Clerk, 25 North Main, Heber, Utah, 84032 until 2:00 p.m., August 22, 2018 for the Guardsman Pass Road in Wasatch County. Bid will be addressed to Brandon Cluff, Road Supervisor for Wasatch County at the above address.

The project consists of approximately retaining walls - 3250 square ft, HMA – 4100 ton, and W beam guardrail - 4,750 feet.

The entire project is to be completed in 40 Working Days.

Each bidder must submit a bid bond from an approved surety company on forms provided by the surety company; or in lieu thereof, cash, certified check, or cashier’s check for not less than 5% of the total amount of the bid, made payable to the Wasatch County as evidence of good faith and a guarantee that if awarded the contract, the bidder will execute the contract and finish the contract bonds as required. The right to reject any and or all bids is reserved.

NOTICE is hereby given that the WASATCH COUNTY JSPA (Jordanelle Specially Planned Area) PLANNING COMMISSION will hold a Public Hearing on August 23, 2018 at 3:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items; and that the Wasatch County Council will hold a Public Hearing on August 29, 2018 at 6:00 p.m. in the Wasatch County Council Chambers to hear the following items advanced to the County Council by the JSPA Planning Commission:

1. Discussion and possible action on a request from Kurt Krieg, on behalf of BLX Mayflower, LLC, for master plan, density determination and constraints analysis for the Mayflower Mountain Resort project. The proposal consists of a potential density on the Mining Influence Zone of up to 710 ERUs, along with the existing JSPA target density of 1,024 ERU’s within the +/- 940 acres for a proposed total density of 1,970 ERU’s. The Mayflower Mountain Resort project is located on the west side of Mayflower Mine Road, south west of the U.S. Highway 40/Deer Hollow Road (State Route 319 – Exit 8) interchange and more specifically in Section 25 of Township 2 South, Range 4 East in the JSPA (Jordanelle Specially Planned Area). *If forwarded, the recommendation by the JSPA Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on August 29, 2018.

5. Tracy Cannon, representative for Phil Kmak, is requesting a Plat Amendment to The Crossings at Lake Creek Phase 1 to combine Lots 141 and 142 into one 1.30 acre lot. The proposal is located at 2880 East and 2881 East Cedar Ridge Circle in Section 3, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.

6. David Belcher is requesting a plat amendment to the Extension of Lot 209 of Timber Lakes Plat 2 to add an additional 14.318 acres from outside the subdivision to lot 209. The new lot would be 26.365 acres in size. 7. Jeff Graham, representative for VR Acquisitions LLC, is requesting a plat amendment for Plat W at Victory Ranch, which contains 28 lots on 285.93 acres.The proposal would create a new lot 384, split the existing lot 366 into two building lots, amend the building envelope of lot 343, convert a portion of common area into a utility parcel for Jordanelle Special Service District. Final approval was granted in September of 2017. This plat is located on the south side of Evening Star Drive in Sections 5, 6 and 7 of Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *If forwarded, the recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on Sept. 5, 2018.

8. Jeff Graham, representative for VR Acquisitions, is requesting final plat approval for Plat K-2. Plat K-2 contains one 1.31 acre lot and is located on Rees Jones Way adjacent to the previous approval plat K in Secton 6, Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).

9. Daniel Thurgood, representing TAEC and Verizon Wireless and on behalf of Jordanelle Special Service District (JSSD), is requesting a conditional use permit for a 100 foot cell tower on JSSD property located at 12933 East Forest Creek Road in the Wolf Creek Ranch Subdivision. The parcel is located in Section 13 of Township 4 South, Range 6 East.

10. Travis Jones, representative for Rocky Mountain Power, is requesting a Conditional Use Permit for installation of a power pole and regulator bank to support an existing power line. The proposed pole and regulator is a utility that in the Jordanelle Basin Overlay Zone, requires a conditional use permit. The pole will be installed on parcel 00-0007-1964 just south of Alexis Drive in Section 7, Township 2 South, Range 5 East in the Jordanelle Basin Overlay Zone (JBOZ).
